Description Professor Skibine received a B.A. in political science and French literature from Tufts University and a J.D. from Northwestern University School of Law. Before joining the faculty at the University of Utah S.J. Quinney College of Law in 1989, Professor Skibine served as Deputy Counsel for Indian Affairs for the U.S. House of Representatives Committee on Interior and Insular Affairs. Professor Skibine has published many articles in the area of federal Indian law and he is frequently invited to speak on federal Indian law issues at venues around the country. He is a member of the Illinois and District of Columbia bar associations.
